Trust for an SSH host key must come from something "external" to the system.
So you need the VMM to pass the information via systemd credentials or SMBIOS strings or you need to pass the SSH host key via SCSI mounting & BMC specific protocols for baremetals (which can lead to systemd credentials mounting again).
