This is just obscure language corporate security officers use when they want to cloak some obvious screw ups :) TLS doesn’t make VPN entirely obvious because TLS reveals lots of traffic details, such as the server you’re connecting to and its hostname (unless TLSv1.3 ECH is used). But that’s mostly relevant for passive traffic analysis rather than MitM, which is unlikely unless they used some extremely screwed up implementation.
