Once again I'd like to question people who are obsessed with fedi numbers going up. Why?
Make the space actually welcoming (both in atmosphere and ease of use) and safe, so people want to come. But let people decide.
I really don't care how many more people signed up this month. I'm happy when people find this place good for them and want to stick around. I welcome everyone who wants to try fediverse. But why is it important if fediverse has more or fewer users than [some other network]?
If you need to focus on some statistics, pick user retention. There's a reason why many users come and go. If people don't find it safe here, if they feel under attack, if they feel like this is a white techbro thing, they won't use fediverse. And that's what everyone should focus on. Make this a place where people feel safe. A place where people want to hang around.
Focus on safety features, usability, offer things people can't find on other networks. Not numbers. Users are people, not just statistics. Make this a place that's more attractive than competing platforms.
