#HealthyHomes standards for rentals have one major downside; they stop artists and other experimenters paying cheap rent for falling down houses, that we can decorate and modify freely. Here's an idea to address that;

Buildings that don't meet the standards can still be rented out, but only at social housing rates, with no bond, no inspections, and no rules limiting modifications, pets, etc. Vendors must still maintain safe use of basic utilities (water, electricity).
