The law says anything that can transfer value. We could be using be using Nuka Cola caps in meat space and that would qualify. That’s how broad the law is written. They could legally unleash the dogs on your kids lemonade stand. No jury would convict the lemonade stand but there is a lot of damage done even before it reaches the courts.
