For a while it seemed like this forced marketisation might actually work. A plethora of new shuttle bus companies sprang into existence across the country. Offering travel that was much less comfortable than what we used to expected from publicly-owned InterCity, but also much cheaper.
But a couple of decades later, most of those operators were gone. Investor-owned InterCity had only one competitor in each island. Which in some cases booked loss-leading cheap seats on IC's own coaches.
