But there were not just government IT departments who remained on Windows XP well past its end-of-support date. (Gawd, I can't believe I am defending government IT departments. I find ours frustrating in so many ways, especially after working 30-odd years at IBM who, for all their many faults, knew how to run enterprise-level IT systems.)
