I am not sure that is inside the TARDIS. It was grounded for most of of Jon Pertwee's tenure. I think he has taken the central console out of TARDIS to work on. I just watched this scene and both of them dematerialise and rematerialize rather than the room they are in. It seems to generate a local field at the point they are standing. (1/2)
