In summary, there have been a lot of decision points on the road to our current level of efficacy amnesia and policy buffoonery. Commitments were made to one outcome ('normal, as we knew it') and not another (adaptively healthy) and it's very, very hard to retrace those moves in a way that provides the energy needed for a different path.
