When a language is difficult to use correctly, it forces programmers on to support networks and into communities that often fail marginalized people; the "git gud" ethos of most C++ developers is testament enough to that. I would argue that by necessity, an inclusive language is also an easy language to use, because difficulty is a kind of gatekeeping.
I hope I haven't confused necessary and sufficient.
