predisclaimer i probably got some timing wrong on end times prophecy, it can be a bit hard and it's been some time since I've refreshed myself on it.
I want to use Ecclesiastes 3:21 but I also know that the entire book, especially the beginning, is Solomon trying to figure/rule out what brings lasting satisfaction and what actually matters in life.
Concerning:
Ecclesiastes 3:17
I said in mine heart, God shall judge the righteous and the wicked: for there is a time there for every purpose and for every work.
Ecclesiastes 3:18
I said in mine heart concerning the estate of the sons of men, that God might manifest them, and that they might see that they themselves are beasts.
Ecclesiastes 3:19
For that which befalleth the sons of men befalleth beasts; even one thing befalleth them: as the one dieth, so dieth the other; yea, they have all one breath; so that a man hath no preeminence above a beast: for all is vanity.
Ecclesiastes 3:20
All go unto one place; all are of the dust, and all turn to dust again.
Ecclesiastes 3:21
Who knoweth the spirit of man that goeth upward, and the spirit of the beast that goeth downward to the earth?
Ecclesiastes 3:22
Wherefore I perceive that there is nothing better, than that a man should rejoice in his own works; for that is his portion: for who shall bring him to see what shall be after him?

This chapter is one of many, of where he looks for satisfaction and fulfillment in life, Like:
Ecclesiastes 2:16
For there is no remembrance of the wise more than of the fool for ever; seeing that which now is in the days to come shall all be forgotten. And how dieth the wise man? as the fool.

He's like "what the fuck does it matter what we do man, we all die"
But in the end he explains that it's to love and serve God..... anyway...
But to the OP: Do dogs go to heaven?
NO! Not in heaven; But I think they will be present in the new earth for the millennial reign of Christ:
Isaiah 65:17
For, behold, I create new heavens and a new earth: and the former shall not be remembered, nor come into mind.
Revelation 21:1
And I saw a new heaven and a new earth: for the first heaven and the first earth were passed away; and there was no more sea.
Revelation 21:2
And I John saw the holy city, new Jerusalem, coming down from God out of heaven, prepared as a bride adorned for her husband.
And further in Isaiah 65...
Isaiah 65:25
The wolf and the lamb shall feed together, and the lion shall eat straw like the bullock: and dust shall be the serpent's meat. They shall not hurt nor destroy in all my holy mountain, saith the LORD.
So if there's wolves and lambs in the new earth, then there's probably dogs too. But after the millennial reign and the final battle with gog and magog and satan is let loose a short season, and the final battle of Armageddon, I don't think there will be dogs then.
