Let’s give it a shot, no idea is this is correct or clear.
Inscriptions are arbitrary data stored in the witness of a transaction. Restricting this will also restrict potentially useful functionality.
Ordinals are a convention to preserve the order of sats, imaginary tracking lines that do not exist in the protocol itself. We just make it up, basically, and any convention is as good as any other.
