I'd highly recommend the Wikipedia article on it. Basically it's when a woman works the same job as a man (same title, position, hours, etc.) but still earns less.

Additionally the problem is that male-dominated fields surprisingly pay more. There are two different gender pay gaps and the E.U. is using the latter.
