After much poking and prodding, I got it to work again. The functional steps seemed to be:
1. Delete ALL paired devices.
2. # systemctl stop bluetooth.service
3. # rm -rf /var/lib/bluetooth/(BT radio's MAC)
4. # systemctl start bluetooth.service
5. Re-pair headset.
My best guess is that the other BT devices I had paired (PS4 and Switch controllers) somehow confused the stack, causing it to disable HFP mode globally. Eh.
