The trick of morphing "CO2 is dangerous" into "we must have sustainability" is a good one; there's a smooth transition from fear (CO2 will kill us all!) to social policy (you make sure people don't reduce CO2 the "wrong" way). It's what California used to promote wind and solar while simultaneously trying to drive nuclear and hydro out of the state (in CA hydro is not considered renewable). It's also what they used to ignore how much cheap natural gas reduced total US CO2 emissions.
