I have no doubt that there's no shortage of people angry enough at health insurance companies to want to murder an executive at one. Someone actually doing it is somewhat surprising.

But hiring a hit man to do it? That's off the charts. (Especially given that almost all hitmen that a normal person might contact are turn out to be undercover cops or informants).
