This is the *second* reading.
Every bit of coverage, every bit of campaigning from those on both sides who have decided to be especially public about this, it has all been as if it was the *third* reading.
People are arguing for/against things that haven't even been decided yet, that would be worked out in committee and report and subsequent third reading debate.
On such an important issue, that so many people put the desire to express their views ahead of any details is extremely depressing.
