When inboxes in ActivityPub, see https://w3c.github.io/activitypub/#inbox for context, gain the ability to actively REJECT content from a set of sources, people can "reply" all they want. What 'completes' it is both sides presenting it.
This is outside the technical aspect and more about the social impact of it. We don't explain mTLS, socket transfer, brotli compression and the like when talking about AP because it's _irrelevant to the social experience_.
