Mostly, that's still today based on those invasive profile collectors that bug you for permission in every cookie dialog (and often collect your browsing behavior even if you denied the consent, because most publishers don't test that at all).

Of course, ads could also be selected by other means. Matched to content, or approximating your location by IP address, or time of day, or...
