Would be good to chat over Matrix if you're on the NCD server.
Unfortunately, "It depends" for literally everything you said, other than getting a good antenna for the bands you might want to work.
Generally speaking. 40m for regional, 2m, 70cm for local, 20m for global. The other bands have much to offer but it's hard to put up a good 160m antenna.
But it's easier to talk via voice. Other than that, just get licensed as a Technician, the exam for that isn't too hard.
