Arbitrary data could always be put on chain, I was surprised the first time I came across the single command to download the whitepaper from it.

A question I have - isn't limiting the type of data publishable on the chain - also limiting the programmability or extensibility of Bitcoin itself? Limiting what can be usefully built leveraging it, like RGB, etc?
If the script is limited to prevent abuse, and as a consequence restricts Bitcoin's ability to perform arbitrary computations, is there some similar notion for arbitrary data on chain?
