No, the innovation is in trying a key to an entity on a universal scale, but anonymously and not 1-to-1.

The entity is "provider of key". It could be a machine, a person, a group of person, a dog, whatever. In most contexts, it isn't actually important to know who the key provider concretely is or what other keys they might have.
You just want to be able to differentiate key providers.

Even if the personal ID were important to some context, you could still build everything based upon the keys and use 2FA and basta. Or you could assign people organization-level keys.
