The entire point appears to be to reduce costs and administrative effort and to grant some additional freedom to experiment. I'd like to see a blanket permission to use all frequencies below 8.7 kHz and above 275 GHz rather than the limited ranges up to 1 THz we are granted under the existing NoV. RSL changes are optional but cool for WPX contests as GE4DBN. Hmmm
