Rather than debating whether it's a good thing for Baltic NATO countries to send troops to Ukraine, it's important to view this as Russia's NATO neighbors trying to prod Germany's politicians into greater action... Arguably into keeping its promises.
It's essentially their way of telling Germany that if they fail to come through on their promises to help Ukraine stop the Russians, then they will have to take provocative actions that Germany fears.
