I would say ethics questions are always that way because the second question has an easy answer. Don't. Don't hoard a million loaves of bread when other families are starving. The answer to the first question is "yes" but people still struggle with it terribly.
There's also the fact that the bread hoarders are the ones withholding their generous donations from schools that don't follow their suggested curriculums.
