As I recall, if you were going to pick a "best pharaoh", I think the one most ancient Egyptians would consider the answer to be Ramses II, who had a long an prosperous reign, as I recall he ruled until he died in his 80s. In the same way that most of the empires of Europe wanted to claim to be the descendants of the Roman empire for 1000 years after the end of the western Roman Empire, for centuries after his reign different pharaohs tried to claim to be a reincarnation of Ramses II. If you're the ruler your descendants measure yourself against, I can't help but think that's a good indicator of your success.
