It's mostly making sure the qr utility is cross platform. Other than that it's like Codeki (npub1xza…d82j) says.
1. Use google spreadsheets to upload the sheet
2. Use their own authentication and edit permissions based on gmail accounts.
3. Make a simple qr utility that accepts a link to the base sheet along with a row number and outputs a qr link to it
I think you could very easily get someone to do it for ~$500 with at least 1 year support.
If you drop the the cross-platform spec for the utility you could probably go down to a couple of hundred dollars.
