Collective coordination for climate change is more difficult than cancer because decisions must look fair to everyone, even when the cost of not doing anything is not shared equally.
I think Dani Rodrik's "New Trilemma" is a good way to frame the problem: combat climate change, boost the middle class in advanced economies, and reduce global poverty. Choose two.
If only there were a way to fight each other to save the world.
My fantasy is that Trump starts a trade war for real. The EU has a new carbon tariff regime (Carbon Border Adjustment Mechanism, CBAM). In my fantasy, EU leaders have a genius moment and use carbon tariff increases as their only weapon and get Canada, Mexico, Japan and China to join the war. This would help normalize carbon tariffs globally.
If the WTO accepted that arbitrarily high carbon tariffs are not a violation of any trade agreements and that the only allowed response is countering them with another carbon tariffs, we could fight against each other and win.
