opening a firehose to other relays and then expecting them to be the rate limiter for you.. always felt wrong to me, so i avoided it for a long time and watched numerous relays do this to gain popularity and then rug out.
outbox fixes this, ideally a relay should be plenty useful without a firehose pointed at it.
