Sometimes people send email of the form "here is my application. Can you please tell me if I'd be accepted?". But I can't answer that question, because I haven't seen everyone else's applications yet. (There are limited slots with limited funding, and a competitive process for filling them).
If you want advice on whether you're a competitive candidate, your current school is in a MUCH better position to do that than random faculty who don't know you.
