I imagine a completely acceptable response during a good faith meeting would be "Look, we literally can't divest right now, but we can try and sever the contract legally doing these actions and not create any new contracts of these type again. If there are specific actions that you would rather us do, let us know and we'll go through them."
The goals are stated. They are reasonable and achievable goals. The specifics can be worked out and timelines agreed upon.
And as other posters have shown, other universities have done just that. We have multiple models and examples of positive outcomes to these protests.
