Gelsinger, who had worked at Intel during its heyday under Andy Grove, focused on changing the culture, but not really changing the strategy too much. Sure, Intel would open its fabs to outsiders. But unlike most of its rivals, the company would maintain ownership of the fabs (and the heady cost of building and maintaining them).
