It's going to be a scale issue. Sure, you can own a bunch of solar panels or rig up some sort of water turbine if you live near a river, but when that's your only source of electricity some things make take priority over A/C or keeping the teevee on. This assumes you have the knowhow and wherewithal to prepare for all of this prior, or are able to acquire the materials. Gotta have a large , organized group dealing with the basal level things first (food, water, safety) to even start to develop this sort of thing in a 'collapse' scenario.
