I think 90 IQ average is the rock bottom, bare minimum to have something even approaching a functional nation by Western standards. Meaning that the grid usually works and that you don't need to do a military coup for power transitions every half-decade or so. It still sucks (rampant corruption, currency instability) and it's why so many roaches are proudly roachpoasting from Berlin instead of Ankara.
