I think a good analogy for WoT is "Who do you let into your home?"
🔹My friends & family are included implicitly.
🔹if one of them invites someone to come to my home, the trust I have for them is used to vet the guest, giving them an initial level of trust.
🔹Random people off the street, not so much.
This setting would be for your friend who hangs out with a crowd you're not sure about, but you still think they are cool and want to hang around them.
