It might go all the way back to pre-POSIX days when it was customary for /bin/sh to be missing a lot of shell features which are in POSIX.
Of course these days it is better to code to a POSIX shell (that is, few shell scripts need bashisms or zshisms or whatever) and assume that /bin/sh is one.
