I'm not sure the definition of 'user' here is entirely what Parliament might have intended to mean by 'user' - in that a Fediverse server or a Matrix server potentially has access to millions of other users on other servers (the behaviour of which are not your problem, admittedly). Ultimately it's down to whether Ofcom agrees with this defintion or not, and if only "private server" had meant "small and/or no public registration allowed"
