Guix System has fine-grain Scheme APIs to deal with services. However, the web interface might as well generate a system config file (Scheme code). This is easier to do from Scheme but it doesn’t have to. (My preference would to be to it in Scheme though as there are synergies we could benefit from, technically and socially!)
