For what it is worth, IMHO, this model is not inherently incompatible with the UK GDPR.
However, it may be difficult for a controller / service provider to rely on it in a compliant manner. That will depend on context.
The ICO will have a difficult time grappling with financial vulnerability on the one hand, and arguments that, by also permitting access based on consent as opposed to just cash payment, someone who is vulnerable can get access when otherwise they could not, on the other.
