I was you in 2016 & did these exact things. Public libraries are excellent locations for starting seed libraries. I also put seeds in our old “tiny library” where I shared books. I painted “Seed & Book Library” on our box. I gathered & shared food & native seeds.
When you start a food not bombs chapter, do it with friends. It took three of us committing to it to make it happen, and that was with lots of volunteers. Insta got us $ donations.
