Lots of infrastructure development needed - chance for dark sky streetlights (which might happen). But each municipality is independent, each municipality needs people to talk to decision-makers about light pollution. In Penn. have some senators on board for state-wide rules.
Being able to see the stars is the least-persuasive way to convince most city dwellers to care about light pollution. Only 11% of her students have seen the Milky Way (I see similar numbers)
