This means one of two things:
1. The redesign is not going to happen and we've ended up with a worse public space than we started with, or
2. The public space is going to be taken out of commission again for an extended period of time while it is upgraded.
The council has had two whole years to come up with a plan that could have seen the space redeveloped alongside the construction works on the hotel but we have now missed that opportunity.
