Leaving aside why some of the parents mentioned here gave their <13 children smartphones and didn't monitor their usage, the notion that mere conduit providers of private messaging services should "know the kinds of messages they’re conveying" troubles me.
They shouldn't.
These are people's private, personal, messages.
It is why we have stringent rules around interception.
