Google's spam fighting effectiveness varies over time, and goes through some bad periods periodically. I am especially not happy with how much spam is sent from Gmail to non-Gmail sites. However, having worked inside Google, I will say that the scope of what's required to bring spam down to even the levels we see now is enormous.
