Granted, it's never perfectly just. But the human condition seems not to allow for perfect justice among men - with or without authority.
But the level of justice attainable with authority, supposing the just members of society use the authority wisely and prudently, is much greater than the level of justice attainable by hoping people know it and establish it on their own.
