If indoors, you may need to clean and air out the room more frequently. I open all the windows, sweep, and dust my exercise room weekly, and I typically turn on a box fan with an air filter duct-taped to the back a little while before exercising. Dust just isn't helpful to be inhaling while exercising.
If outdoors, the cold air may be causing irritation (assuming it is cold where you are, anyways). Not sure what you could do to fix that other than wearing a scarf or limiting your exposure to it.
