It IS associated with folk music and what not because it gives chords a nice brightness they don't have open. But yeah I think part of it as well is that it raises pitch and makes forming the chords a little easier for smaller hands. At least that's my assumption of why they do it.
When I saw Ani DiFranco recently she had two acoustics - one with capo and one without and would switch between them.
