So, can bullying "corrections" officers into quitting their jobs, and discouraging anyone from taking those jobs, help to reduce jail populations? In today's news, YES. (although it would help to have more places on board with said bullying, in order to reduce the impact of counties getting that number down in part by renting space at jails elsewhere, as seems to be the case here. still, this is costly for them)
