A tokenisation, aggregation of categories that is solely about the content and context that is resistant to gaming and 'SEO' whilst fitting into the HTTP (perhaps a sidecar like .wellknown) architecture would be a Good Thing.
I'm not surprised that DNS has come up in the thread, any distributed light database tends to look like that. Though I think you're considering it as a push model, that a local site contributes to a federated index set but even that could look like DNS.
