serial killers like Ed Gein are part of amerikkkan culture industry btw. the government could crack down on these guys pretty quickly if they had wanted to but playing the very public cat and mouse game is better for forwarding propanganda. they been taking that approach ever since bonny and clyde. for the sole reason of justifying police state paranoia. now that that mission has been successful they arent needed anymore. they were phased out and/or just directly hired nowadays.
